Newham Domestic Violence Training Plan

Objective

To meet the training requirements of service providers to enable them to effectively deal with domestic violence and to implement Newham Domestic Violence Strategy, Policy and Newham Inter-agency Referral Procedure, the DV1 form across all appropriate agencies in Newham.

Implementing the Training Strategy

The Domestic Violence Forum will use cascading training to meet the objective. This will be done by having a core group of 15 trainers who will receive ‘Training the Trainer’ training to enable them to go on to provide training to other service providers.

The Chair of the Domestic Violence Forum will ask the Forum Members (the Senior Management that signed the membership of their agency to the Forum) to formally sign-up to Newham Domestic Violence Policy, Newham Inter-agency Procedure and Newham Training Strategy. The Forum Members will also identify which staff will be assigned to become part of the Core Training Group. Generally the Core Training Group will be made up of the Forum Representatives. Membership of the Core Training Group will be determined in consultation with the Domestic Violence Forum.

The Core Training Group will have to make a commitment to provide at least up to 10 days of training per year, which for smaller agencies, in particular the voluntary sector, will include providing training for external agencies. The core training group will also meet at least once every four months to update themselves on the latest research, new legislation, policies and developments both within Newham and nationally in relation to domestic violence.

The Forum Members will ensure that Managers and Staff from a range of agencies receive training from the Core Training Group, so that they in turn are able to supervise, manage and guide their own staff on:

·        Tackling domestic violence

·        Implementing Newham Inter-agency Referral Procedure and information

·        Sharing Protocol

·        Completing DV1 Form (as appropriate)

·        Implementing Newham Domestic Violence Policy (including the minimum standards)  

The Forum Members will ensure that all staff dealing with service-users and those managing such staff are released to receive the training as necessary.

Each member of the Core Training Group and each service area trained will receive a training pack to enable them to provide the cascading one and a half days training as outlined in 4.2 below.

Each participant in the training will receive copies of:

·        Newham Domestic Violence Directory (This will be issued to their specific area of work.

·        Newham Domestic Violence Strategy and Policy

·        Newham Inter-agency Procedure and Information Sharing Protocol.

The principle of having Managers participating, whenever possible, in the training of their staff is important, as it emphasises to front-line staff the commitment of Senior Managers to tackle domestic violence and implement Newham Inter-agency Referral Procedure and Newham Domestic Violence Policy. It is also in line with the Council’s vision of a learning organisation and the government’s Investors in People principles, as well as government domestic violence guidance to have commitment from the top

Training issues related to implementing the Domestic Violence Policy

There are a number of Minimum Standards within Newham Domestic Violence Policy that all agencies have to meet. In order to ensure that agencies are able to meet these Minimum Standards the following training issues need to be addressed:

a.       Training on Basic Domestic Violence Awareness to meet Minimum Standards 5b.

b.      Training on Newham Inter-agency Referral Procedure and information sharing protocol minimum standards 5c, 5d and 5e

Training on Audit Procedures to meet Minimum Standard 5f. (Training on audit procedures will only be needed by those staff appointed by each agency to carry out auditing.)

Training Programmes

The Core Training Group will be provided with up to a four-day Training Programme on
Training the Trainer training, and any refresher training as deemed necessary. Domestic Violence Trainers will then offer training on the following.

Basic Domestic Violence Awareness (including using Newham Domestic Violence Directory)

Newham Inter-agency Procedures and risk assessment

Newham Domestic Violence Policy (including the Minimum Standards)

Domestic Violence and child protection (SCB)

Half day:
·        Domestic Violence and Housing

·        Domestic Violence and Schools Education Programme

·        Domestic Violence and Legal issues

The Basic Domestic Violence Awareness will consist of a basic understanding and knowledge of domestic violence issues, the legislation pertaining to domestic violence, the remedies available and action required from service-providers. It will be relevant to the particular agency being trained, e.g. training given to health professionals will include a focus on the health impact of domestic violence.

For those staff who will also be involved in providing auditing a further half day on Auditing Procedures will be provided to ensure that auditors have the skills necessary to audit agencies in line with Newham Domestic Violence Policy.

The Basic Domestic Violence Awareness will consist of a basic understanding and knowledge of domestic violence issues, the legislation pertaining to domestic violence, the remedies available and action required from service-providers. It will be relevant to the particular agency being trained, e.g. training given to health professionals will include a focus on the health impact of domestic violence.
